PROBLEM TO BE SOLVED: To provide a small phase shifter capable of controlling phase quantity. SOLUTION: In the phase shifter P having an input terminal 1, an output terminal 2 and a transmission line 3 connected between the input terminal 1 and the output terminal 2 to transmit electric signals and capable of changing the phase quantity of the electric signal between the input terminal 1 and the output terminal by changing the length of the transmission line 3, the transmission line 3 is formed by shape memory alloy and the phase apparatus P is provided also a temperature changing means 4 for changing the temperature of the shape memory alloy.
