PROBLEM TO BE SOLVED: To provide a fixing device which prevents the occurrence of a gloss memory and an image forming apparatus for forming an image of high image quality. SOLUTION: The fixing device for heat-fixing toner onto a transfer material which has a fixing rotatory body for heat-fixing toner onto a transfer material, a cleaning rotatory body which comes into contact with the fixing rotatory body, and a cleaning member which comes into contact with the cleaning rotatory body, is characterised in that the toner contains a wax, the surface roughness Rz of a part of the cleaning rotatory body which comes into contact with the fixing rotatory body is≤1.6μm, a temperature of the contact part between the fixing rotatory body and the cleaning rotatory body is higher than the melting point of the wax, and a temperature of the contact part between the cleaning rotatory body and the cleaning member is higher than the melting point of the wax.
