PROBLEM TO BE SOLVED: To accurately respond to an incoming call without forcing complicated work to a user as an inquiry response apparatus capable of responding to a caller in place of a recipient. SOLUTION: When there is an incoming call, a caller identification part 201 refers to a caller DB 101, and identifies a caller from personal information of a call origination destination and a recipient specification part 202 specifies a recipient. A recipient situation confirmation part 203 refers to a user activity DB 102 which manages locations and activities for each user of a receiving apparatus 1, and judges whether or not the specified recipient is capable of responding to the incoming call.
