PROBLEM TO BE SOLVED: To provide a device, a method and a system for voice communication which are capable of placing importance on any one of responsiveness and sound quality as necessary, when performing voice communication via the Internet. SOLUTION: A VoIP client performs speech communication by transmitting/receiving an RTP packet storing transmission data to/from another VoIP client via the Internet. The client has a fluctuation absorbing buffer BF1 for absorbing fluctuations due to transmission, and a PCM buffer BF 2 for buffering uncompressed data before transmission. The capacity of the buffer BF1 is automatically adjusted in response to the transmission rate of a packet, and the capacity of the PCM buffer BF2 is variably set by a user operation. The user decreases the capacity of the buffer BF2 when placing importance on the responsiveness with low delay, and increases the capacity when wanting to place importance on the sound quality because the BGM is added, thereby enabling a prolonged time of requesting retransmission of missed packets, and maintaining the data quality.
