PROBLEM TO BE SOLVED: To provide an image forming apparatus for always outputting a good image without depending on a use process. SOLUTION: The image forming apparatus has a developing means comprising an image carrier, an electrostatic charging means, an exposing means, a developer carrier, and a restricting means, a developer carrier voltage applying means for applying a voltage to the developer carrier, and a developer carrier rotating means for rotating the developer carrier. The apparatus executes a compulsory consuming operation to compulsorily consume the developer adhered to an outer periphery of the developer carrier on the image carrier, while images are not formed, and makes the rotating speed at which the developer carrier is rotated by the developer carrier rotating means slower than the rotating speed when the ordinary images are formed, while the compulsory consuming operation is executed.
