PROBLEM TO BE SOLVED: To provide a method for shielding against X-rays generating simultaneously with electron beam irradiation for polymerization hardening of a surface layer of an electrophotographic photoreceptor, and to provide a method for supplying an inert gas to prevent polymerization reaction inhibition by oxygen, both methods being rational with excellent efficiency, and as a result, to provide a method for rationally and economically realizing electron beam irradiation and polymerization hardening. SOLUTION: The method for manufacturing an electrophotographic photoreceptor having a cylindrical support, a photosensitive layer on the support and a surface layer on the photosensitive layer is characterized in that the photosensitive layer is coated with a coating liquid containing a hardening monomer or oligomer; and while the electrophotographic photoreceptor coated with the coating liquid is rotated around its axis in a gas atmosphere having≤1% oxygen concentration, the surface layer is irradiated with electron beams of 1 kGy to 1 MGy dose to be polymerized or crosslinked and hardened.
