<P>PROBLEM TO BE SOLVED: To provide a light scattering reflecting substrate for improving visibility of a liquid crystal display element. <P>SOLUTION: The light scattering reflecting substrate 1 is provided with a glass substrate 11, a rugged light scattering film 12 layered on the upper surface of the glass substrate 11, and a reflecting film 13 layered on the light scattering film 12 and having ruggedness along the ruggedness of the film 12. The light scattering film 12 is provided with a flat layer 14, a plurality of projecting parts 15 formed on the upper surface of the flat layer 14, and a particulate layer 17 formed in one layer where particulates are densely arranged on the flat surface 14a where the projecting parts 15 are not formed on the flat layer 14.
