PROBLEM TO BE SOLVED: To efficiently carry a transport capsule in and out of a transporting pipe filled with liquid in a vertical transport system vertically transporting a load using buoyancy in the liquid. SOLUTION: This capsule inserting device is provided with a tank 10 with the liquid, a lid 11 provided to an upper face of the tank 10, having a insertion hole 13, a spiral guide 30 extended from a lower face of the lid 11 to under liquid level, and a turning and supporting implement 21 provided immediately under the guide 30 to horizontally turn along the guide 30 in a state of vertically slidably supporting the transport capsule 1 floating in the liquid. As the turning and supporting implement 21 supporting the transport capsule 1 floating in the tank 10 is turned along the guide 30, the transport capsule 1 is turned along the guide while keeping an upper end of the transport capsule 1 into contact with the lower face of the guide 30 and the transport capsule 1 with specific gravity smaller than that of the liquid can be easily inserted under the liquid level.
