PROBLEM TO BE SOLVED: To provide an apparatus for filling a pomade into a pomade container which can obtain the pomade container conveniently and at a low cost filled with the pomade, and a method for filling it. SOLUTION: The apparatus is equipped with a moving body 4 for an empty pomade container 3, an inlet body 6 for making a pomade fluid 5 which is liquefied by heating and is changed to a jelly-like solid solution at a normal temperature, flow into the empty pomade container to form a filled pomade container 7, a moving belt body 8 for the filled pomade container, a covering film layer forming body 13 provided with a nozzle 11 for dropping a covering oil 10 with a smaller specific gravity than that of the pomade fluid on the surface jelly-like solid solution layer 9 of the pomade fluid made to flow into the filled pomade container, and fluidizing the covering oil to form a covering film layer 12 for covering the whole face of the surface jelly-like solid solution layer, an outlet body 14 for making the filled pomade container provided with the covering film layer flow out, and a moving device body 15 for the filled pomade container 7.
