PROBLEM TO BE SOLVED: To provide a transmitter having an encoding circuit for encoding parallel data so that the changing pattern of each pattern may not have an undesirable impact on other bits or the whole bits and to provide a communication system. SOLUTION: An encoder 15a outputs such an M (M>N)-bit parallel code by which the changing pattern of each bit satisfies prescribed conditions (which reduces the number of bits whose value changes, the number of bits whose value continuously changes and/or the number of crosstalk) with respect to the changing patterns of other bits.
