PROBLEM TO BE SOLVED: To provide an input buffer circuit which is operated normally even if a variation arises in a drive power voltage, and a semiconductor device having the input buffer circuit. SOLUTION: In the input buffer circuit wherein first and second buffer circuits which are operated by first and second drive power voltages different from each other are connected in order, an output potential control circuit is arranged by which a threshold of the output potential of the first buffer circuit is controlled so as to become a threshold of the input potential of the second buffer circuit irrespective of a value of the first drive power voltage. The output potential control circuit is characterized by constituting so that the feedback control of the formation of the output potential of the first buffer circuit is carried out based on one output potential of a pair of current mirror amplifiers of complementary types which constitute the first buffer circuit.
