PROBLEM TO BE SOLVED: To provide an image forming apparatus which extends the lives of intermediate transfer belts and ensures satisfactory cleaning of the intermediate transfer belts. SOLUTION: In a case where residual toner is present on the second intermediate transfer belt, a cleaning blade 27 is brought into contact with the second intermediate transfer belt in order to remove the residual toner. Also, a voltage is applied to the cleaning blade 27, thereby removing residual toner and paper powder. On the other hand, in a case where residual toner is not present on the second intermediate transfer belt 20 when a copy is made on one side of paper, the cleaning blade 27 is brought into contact with the second intermediate transfer belt, thereby removing paper powder.
