PROBLEM TO BE SOLVED: To provide an optical deflector which has stiffness sufficiently withstanding a high speed rotation while maintaining highly precise flatness of a polygon mirror even when temperature is changed and a method for manufacturing the same. SOLUTION: A rotating body 4 is manufactured by placing a polygon blank inserted so as to have a clearance relative to the outer diameter of a sleeve 5, between an upper flange member 6 and a lower flange member 8 which are fixed in the sleeve 5 by press fitting or shrink fitting, fixing it by bringing it contact with the lower flange member 8 with an elastic member 9, and mirror finishing it. The optical deflector constructed by inserting the rotating body 4 into an fixing shaft 3 maintains the highly precise flatness even when the temperature is changed and has the stiffness sufficiently withstanding a high speed rotation.
