PROBLEM TO BE SOLVED: To provide a pneumatic bias tire for heavy load excellent in durability and suitable as a tire for an industrial vehicle. SOLUTION: The pneumatic bias tire for heavy load has a plurality of carcass layers having cord directions crossing each other between adjacent plies, at least one bead core is buried in a pair of right and left bead sections, and the ends of the carcass layers are folded about the bead core. The wrapping terminals 2Pa and 4Pa of the carcass layer where the cord direction on the wrapping side is the same as that on the body side of the innermost carcass layer 1P, of the plurality of carcass layers wrapped to the innermost bead core 3a, are positioned at a height equivalent to the height of a rim flange R or under it.
