PROBLEM TO BE SOLVED: To provide a vehicle managing device and a portable information member, with which a driver having no license to drive a specified vehicle is prevented from driving that vehicle, the state of the vehicle and load is monitored and the result of monitoring can be displayed for the driver and reported to a related institution. SOLUTION: In a step 160, a vehicle managing device 2 installed on the vehicle reads the ID data of a dangerous article license 1 of the driver by using a dangerous article license reader 24 and judges whether the driver has the license to drive that vehicle or not. When it is judged that the driver has no license, in a step 260, a caution is displayed, in a step 270, communication to the outside is performed and in a step 280, the start of the vehicle is inhibited. Besides, the states of the vehicle and the load are monitored by a sensor and when there is abnormality, the same processing is performed as well. |
