PROBLEM TO BE SOLVED: To prepare the subject medicine containing as an active ingredient a specific extract obtained from a highly safe food, and capable of inhibiting the release of a phlogogenic substance such as histamine generated by an allergic reaction, etc. SOLUTION: The seeds of highly safe Avena fatua L. having been used as a food are extracted with water and/or a water-soluble organic solvent such as methanol, and the obtained extract is used. The extract is especially an ethyl acetate fraction obtained by extracting the Avena fatua L. with the water and/or the water-soluble organic solvent and subsequently fractionating the extract with water and ethyl acetate. The Avena fatua L. extract has an inhibiting action on the release of the histamine generated by the irritation of an antigen-antibody reaction calcium ionosphere, compound 48/80, etc., to basocytes and mastocytes. The inhibiting medicine is useful as a medicine for preventing various inflammatory symptoms such as bronchial asthma and atopic dermatitis caused by histamine.
