The packaging consists of a receptacle containing litter for the bait, especially marine worms, comprising at least 20%, preferably at least 70% by weight of starch in the form of cooked rice. The remainder is made up of standard materials such as cellulose fibres from paper or wood, algae, sand or sawdust. The litter is moistened with salt water and can also contain an antiseptic ingredient, preferably potassium permanganate or methylene blue.
