PROBLEM TO BE SOLVED: To provide a real time communication warrant system for avoiding the effect on a packet transmission period caused by a transmission delay due to competition of packet transmission between nodes in a network wherein a prescribed of the nodes share a network band to carry out communication. SOLUTION: The packet transmission processing is added with processing steps (1203, 1205) for deciding that the packet transmission is finished until occurrence of transmission of packets transmitted for a prescribed period on the basis of times Pmax, Pmin predicted by monitoring network communication so as to avoid the competition between the packet transmission and the transmission of packets which are periodically transmitted.
