<P>PROBLEM TO BE SOLVED: To allow a conversation of a selected communication quality by presenting the information about the communication delay to a user when talking on a portable telephone. <P>SOLUTION: A DTMF generator 12a generates a code signal and supplies it to a voice input part 23a of a transmitter side portable terminal 2a. The transmitter side portable terminal 2a transmits the code signal through a base station. A receiver side portable terminal 2b receives it, and a DTMF decoder 13b of a reception side device 1b decodes the code signal which was received. A code discriminating part 14b discriminates whether the decoded code signal is of specified digit number or not, and if it is of the specified digit number, supplies it to a voice input part 23b. The receiver side portable terminal 2b transmits the code signal and the transmitter side portable terminal 2a receives it. A delay calculation part 15a calculates a time difference between the reception time and the transmission time as a delay time.
