PROBLEM TO BE SOLVED: To provide an apparatus and a method for controlling a stepping motor which stably operates even in a low temperature environment without using an expensive stepping motor having a high torque in the stepping motor. SOLUTION: The apparatus 10 for controlling the stepping motor 1 includes the stepping motor 1 connected to a gear unit; a temperature sensor 12 for measuring an environmental temperature; and a preheating control means 14 for supplying exciting current which does not change flowing current direction to the stepping motor so as not to rotate the stepping motor, when a predetermined temperature is held as a threshold value and the environmental temperature measured by the temperature sensor is lower than the threshold value.
