PROBLEM TO BE SOLVED: To provide a polyol composition for rigid polyurethane foams which use HFC-245fa as a foaming agent and have depressed vapor pressures, and to provide a method for producing a rigid polyurethane foam. SOLUTION: This polyol composition comprising at least a polyol compound, a foaming agent, a foam stabilizer, and a catalyst and used for being mixed, foamed and cured with an isocyanate component containing a polyisocyanate compound to form a rigid polyurethane foam is characterized in that the foaming agent component consists mainly of 1,1,1,3,3-pentafluoropropane (HFC-245fa) and containsε-caprolactone.
