PROBLEM TO BE SOLVED: To provide an optical pulse generating element capable of stably obtaining optical short pulses. SOLUTION: There are provided on an n type substrate 35 an n type buffer layer 36, an n type clad layer 37, an active layer 38, a p type cladding layer 40, and a p type capping layer 41 sequentially, There is provided an n electrode 44 on a lower surface of the substrate 35. Further, a striped protruded part 30 formed on the capping layer 41 is trisected, and there are provided a p electrode 43 on the central protruded part 30 and a p electrode 42 on the protruded parts 30 located on the opposite sides of the protruded part. A laser driving pulsed current is applied to the p electrode 42 to obtain a saturable absorption region 31, and a back bias voltage is applied to the p electrode 43 to obtain a saturable absorption region 32. A waveguide length is set to 100μm to 1,500μm, an absorption region length to 10μm to 500μm, and a gain region length is assumed to be a length obtained by subtracting the total sum of the absorption region length and a separation region length from the waveguide length, and further the back bias voltage is assumed to be a voltage of -10V to -4V.
