PROBLEM TO BE SOLVED: To reduce the man-hour of a user by eliminating the necessity of assembling an external circuit at the user side in preparation of the case that a switch is in disorder. SOLUTION: Based on states of a first monitor contact which is switched in accordance with the insertion/pulling-out of a key between terminals 33, 34 and a second monitor contact which is switched in accordance with a locked/unlocked state between terminals 51, 52, an abnormal state that the key is pulled out and a door is opened in spite of the locked state is detected, and a relay contact of a latching relay 24 inserted between terminals 11, 42 in an output line for a safety circuit is held in an opened state.
