<p><P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device which has a small pressure loss and which particularly removes a particulate substance discharged from a diesel engine in an exhaust gas purifying device from an internal combustion engine, etc. <P>SOLUTION: The exhaust emission control device 10 includes an insulating honeycomb structure 12, an outer peripheral electrode 16 disposed on an outer periphery of the honeycomb structure, and a rod-like electrode 14 disposed on a central axis of the honeycomb structure and extended up to an upstream side of an exhaust gas flow of the honeycomb structure.
