PROBLEM TO BE SOLVED: To provide a circulation body of high reliability capable of preventing instable traveling of a recording sheet, the occurrence of paper wrinkles, the occurrence of a defective image, etc., even in the case the resistance at the surface circulation time is increased, and to provide a fixing device of such the high reliability. SOLUTION: The circulation body is provided with a base body 125 having a tubular circumferential surface, and a surface layer 126 for covering the circumferential surface of the base body 125, and whose surface static friction coefficient with reference to a regular sheet at 100°C is≤0.06, then, the recording sheet can pass through a nip area R even in the case the resistance at the surface circulation time is increased, then, the occurrence of paper wrinkles and the occurrence of the defective image can be prevented.
