PROBLEM TO BE SOLVED: To provide an adaptive video signal processing device and method considering the noise status which can execute optimum video signal processing even if the noise status is changed, by controlling a tab coefficient of a noise suppressing filter to be variable to an optimum status in consideration of a noise status included in an input video signal. SOLUTION: A video signal processing device includes a memory storing a lookup table in which optimum filter tab coefficient information corresponding to a noise value is registered, a noise measuring portion for measuring a noise value of an input video signal for a predetermined period, a filter coefficient determining portion for determining an optimum filter tab coefficient corresponding to the noise value measured by the noise measuring portion by using the lookup table stored in the memory, a noise suppressing filter for removing a noise of the input video signal by applying the optimum filter tab coefficient determined by the filter coefficient determining portion, and a video signal processing portion inputting a video signal outputted from the noise suppressing filter and executing predetermined video signal processing.
