PROBLEM TO BE SOLVED: To provide a voltage-controlled oscillator at low cost by realizing a size equal to that of prior arts in spite of employing a simple mount method. SOLUTION: In the highly stable voltage-controlled oscillator having a frequency decision element with a high frequency selectivity comprising a filter or a resonator comprising a surface acoustic wave element and a crystal chip, all the components are packaged components in each of which an environmental capability-proof is ensured, the components are mounted on a double-sided board, a holed double-sided board manufactured to avoid the mount components is adhered to either of the mount sides, and through-holes and split through-holes provided to the board are used for connection terminals.
