<p><P>PROBLEM TO BE SOLVED: To prevent new congestion from occurring on a selected standby path under path control wherein a plurality of communication paths are selected in advance. <P>SOLUTION: In an MPLS network 1, the plurality of communication paths LSPs 1 to 3 are previously determined and at least one of the plurality of communication paths, e.g. the LSP1 is specified and packets are transmitted.
