PROBLEM TO BE SOLVED: To provide a manufacturing method of an embossing roll little in the effect of a joint and having a fine uneven pattern on its surface, and a manufacturing method of a transfer sheet excellent in productivity and economical efficiency using the embossing roll. SOLUTION: The embossing roll having the fine uneven pattern on its surface is manufactured using a flat plate having the fine uneven pattern formed on its surface. This manufacturing method has a process for processing the flat plate into a cylindrical shape and a process for fitting a support roll 20 to the inner peripheral part of the processed cylindrical body 18 in a cooled state.
