PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus, capable of keeping the fixation of toner and the image quality of the obtained image constant without changing a fixation temperature, irrespective of a change of the kinds (especially, thickness) of recording media. SOLUTION: The fixing device includes a pressure belt module 16 constituted of a pressure belt 21 stretched to be laid between at least two rolls (18 to 20) and a fixing roll 1, and a section of the pressure belt 21 stretched to be laid between the two rolls 18 and 19 is pressurized and wound on the outer periphery of the fixing roll 1, so as to form a nip part N, and among the two rolls 18 and 19, the downstream roll 19 in the rotating direction (a direction shown by an arrow A) of the fixing roll 1 functions as a pressure roll 19 which is energized to the surface of the fixing roll 1 through the pressure belt 21, and the upstream roll 18 in the rotating direction (a direction shown by an arrow A) of the fixing roll 1 functions as a shifting roll which can shift (in a direction shown by an arrow D or the opposite direction) so as to change the winding angle of the pressure belt 21 on the fixing roll 1.
