PROBLEM TO BE SOLVED: To provide a small-sized, lightweight, and low-cost monitoring system by using a portable terminal device as a monitoring camera device. SOLUTION: A monitoring system 1 employs a knob of a gas range in a user's house, or the like as a monitoring object 2 in order to take a measure against his or her forgetting to turn off the gas and is provided with a portable phone with a camera (portable terminal device) 5 provided with a camera (photographing means) 3 and a portable phone with a monitor picture (communication device or other portable terminal device) capable of communicating with the portable phone 5 with a camera. The portable phone 5 with a camera photographs the monitoring object 2 with the camera 3 on the basis of a photographing command transmitted from the portable phone with a monitor picture and is provided with a monitoring and control circuit (control means) 7 which transfers photographed image data to the portable phone with a monitor picture.
