PROBLEM TO BE SOLVED: To improve cold protection and heat insulation. SOLUTION: A cover body section 11 is provided with a handlebar inserting port 12 and a manual inserting port 15. An eyelet (hole section) 17 is disposed near the handlebar inserting port, a fixing string is attached to this eyelet, and the cover is fixed to a handle bar of the bicycle or the like with the fixing string. The outer material 11c of a body section is formed of a material such as flexible synthetic leather having no permeability. Lining cloth 20 for cold protection formed of boa cloth formed by raising the knitted fabric of polyester fiber is adhered to the rear surface of the outer material of the body section. An optical reflective sheet 30 is disposed between the lining cloth for cold protection and the outer material of the body section.
