<P>PROBLEM TO BE SOLVED: To provide a monolithic catalyst which has an excellent activity per amount of noble element used in the catalyst and is vehicle-mountable. <P>SOLUTION: The monolithic catalyst has a cover layer formed by covering a monolithic carrier with catalyst active powder having at least noble metal element and carrier.
