PROBLEM TO BE SOLVED: To obtain homogeneous polyion complex particulates consisting of a cationic polymer and an anionic polymer, as well as to obtain a dispersion of them. SOLUTION: The method of manufacturing the dispersion of the polyion complex particulates comprises mixing an aqueous solution of the anionic polymer and an aqueous solution of the cationic polymer to obtain a mixed aqueous solution and then making the polyion complex particulates disperse by changing a pH of this mixed aqueous solution.
