PROBLEM TO BE SOLVED: To provide a simple method for disclosing the personal information for many and unspecified persons residing in a specific area. SOLUTION: When personal information is disclosed by using a cellular phone, a base station or a base station group made up of two or more base stations is designated and the information to be disclosed is registered so that the information can be disclosed only for the user of the cellular phone communicable with the base station. At this time, when the person, who registered this information, removes out of the communicable area with the base station or the base station group, it is also possible to forbid the disclosure or delete the registered information.
