摘要 PROBLEM TO BE SOLVED: To carry out communication without installing a transmitting device, to reduce weight of an unmanned flying body, to relax restriction of mounted equipment, and also to reduce consumption of electric power. SOLUTION: Light is sent from a ground administration bureau A toward an unmanned machine B in flying and the reflection light is on/off-modulated at the unmanned machine B by transmission data. The modulated light from the unmanned machine B is received by the ground administration bureau A side and the transmission data are restored. Thereby, even if the transmitting device is not installed in the unmanned machine B side, the transmission data such as observation data can be received from the unmanned machine B. In this case, the transmitting device having relatively large consumption power is not required for the unmanned machine B, and only a reflector, a modulator for on/off-modulating the reflection light and a direction control device are installed.
