PROBLEM TO BE SOLVED: To provide a polymer compound capable of well dispersing a functional substance into a solvent, an ink composition containing it, and a liquid application method and a liquid application apparatus using it. SOLUTION: The block polymer compound consists of a block polymer composed of polyvinyl ether main chains and having three or more block segments, and the above block segments of the block polymer contain a hydrophobic block segment and a block segment having a repeating unit structure represented by general formula (1), or the block polymer compound consists of the block polymer composed of polyvinyl ether main chains and having three or more block segments, and the above block segments of the block polymer contain the hydrophobic block segment and the block segment whose hydration upper limit temperature exceeds 70°C.
