<P>PROBLEM TO BE SOLVED: To provide a method to prevent such illicit use that the IC tag of a paper sheet such as a slip, certificate and paper money or the IC tag of a brand article such as a bag and watch is extracted and buried in a fake. <P>SOLUTION: A normal IC tag recorded with a number previously assigned to a paper sheet or a bag or the like and a dummy IC tag are prepared. The dummy IC tag is provided as an IC tag recorded with an assignment number different from that of the normal IC tag. Thus, the normal IC tag and the dummy IC tag are assigned with those different numbers, and the IC tag within a normal assignment number range is read with a read device.
