PROBLEM TO BE SOLVED: To allow photographing sufficiently obtaining a red-eye relaxation effect.

SOLUTION: A controller comprises: detecting red-eye quantity by means of the detection means of a photographing device based on a signal read of an object picture by floodlight from a floodlamp; controlling the floodlight from the floodlamp in accordance with the detection result.
