PROBLEM TO BE SOLVED: To provide a filter element and an electronic module, for higher frequency and smaller size, of which a filter characteristics is improved and attenuation amount is controlled for a desired attenuation characteristics. SOLUTION: The filter element comprises a plurality of insulating layers 1b-1h where coil forming conductors 2b-2h are formed, and an insulating layer 1a where grounding conductor 3a is formed. Capacitance forming conductors 4a-4c are formed on the insulating layers 1b, 1d, and 1f, respectively. A first capacitance is formed between the coil forming conductors 2b-2h and the capacitance forming conductors 4a-4c, while a second capacitance is formed between the capacitance forming conductors 4a-4c and the grounding conductor 3a.
