PROBLEM TO BE SOLVED: To till a sediment layer of an upper layer, and the soil, sand or the like of a lower layer, on the bottom of the sea, lake, river, etc., up to a deep place. SOLUTION: Sediment-layer tilling equipment 10 is used for tilling the sediment layer of an upper layer, and the soil or sand of the lower layer, on the bottom of the water; a tilling equipment body 21 is rotatably provided with augers 25 and 25a wherein spiral blades are continuously provided; openings 26 are serially formed on the slopes of the spiral blades of the augers 25 and 25a in a direction parallel to the axis lines of the augers 25 and 25a; and the soil or sand of the lower layer lifted along the slopes of the spiral blades is partially circulated via the openings 26.
