PROBLEM TO BE SOLVED: To provide a waterproof and oilproof paper having defibrability, and preventing dinginess from being caused when absorbing water or oil. SOLUTION: The waterproof and oilproof paper has a paper layer 1 composed of at least one or more papermade layers as water-absorbing and oil-absorbing layers, and having >70% whiteness (JIS P8148), a barrier layer 2 for preventing bleeding of the water and the oil absorbed in the paper layer 1, formed by coating a water-based emulsion and drying the emulsion, and having≤15μm thickness, and an outer printed layer 3 formed on the barrier layer 2, containing an inorganic material previously blended therewith, and having≥80% whiteness (JIS P8148). The paper has the defirability because the barrier layer is formed out of the water-based emulsion, and the formation of the dinginess is prevented when absorbing the water and the oil because the whitenesses of the outer printed layer 3 and the paper layer 1 sandwiching the barrier layer 2 are regulated so as to have a high value.
