PROBLEM TO BE SOLVED: To provide a starch-based adhesive used for a corrugated paper, improved with initial bonding power to increase pasting speed even without containing a boron compound or having only a small boron compound content and without damaging its productivity, and the corrugated paper by using the same. SOLUTION: This starch-based adhesive used for the corrugated paper contains the starch, a condensed type tannin having 700-4,000 molecular weight and an alkali, and the corrugated paper is characterized by having a middle core formed as a wavy form and a liner pasted on the one side surface or both surfaces of the middle core and using the starch-based adhesive for pasting the middle core with the liner.
