<p><P>PROBLEM TO BE SOLVED: To reduce occurrence of call loss in case of overload of call processing. <P>SOLUTION: A priority level decision unit 15 in a CDMA base station generates call processing priority level information D3 for call processing signals stored in a call processing signal preserving unit 12 so as to give high priority levels to signals of large processing load in case of reprocessing due to the call loss, and signals of a short wait time to Timeout in a higher-level device. Based on the call processing priority level information D3, the call processing signal preserving unit 12 sends the call processing signals in the order of the priority level from highest to lowest to a call processing unit 13 to be processed. On receipt of a signal reception response signal S2 from the CDMA base station, a call processing signal transmission control unit 23 in the higher-level device calculates the wait time Tw=(N+1)×T based on a re-transmission wait time T predetermined for the call processing signal and the number of maximum re-transmission N and sets the calculated value in a timer 22.
