PROBLEM TO BE SOLVED: To realize an information distribution system that does not transmit distribution information during movement by a vehicle and correctly transmit the distribution information after a user gets off the vehicle without any special operation done by the user. SOLUTION: A mobile terminal 100 is equipped with a positioning means of acquiring a current position, a current time acquiring means of acquiring current time, a moving speed calculating means of calculating the moving speed of the mobile terminal from the acquired current position and current time, and a movement discriminating means which decides that the user is moving in the vehicle when the calculated moving speed is lower than a fixed speed continuously for a certain time.
