PROBLEM TO BE SOLVED: To provide an element for controlling total reflecting condition of light, the element which can be easily mass-produced, has the capability of efficiently using a reflection area, and operates under ordinary temperature. SOLUTION: The element 20 for controlling total reflecting condition of light includes a translucent substrate 32 having a principal surface, a first film 34 made of elastomer formed on the principal surface, a magnetic material layer 36 formed with magnetic particles scattered evenly on the first film 34, a second film 38 made of elastomer formed on the magnetic material layer 36, and a grating 40 press-fixed from above the second film 38.
