PROBLEM TO BE SOLVED: To provide a resin coated heavy corrosionproof steel material having excellent cathode peeling resistance in a severe corrosive environment such as soil, rivers, the ocean and the like by rationalizing the composition of an epoxy primer layer and drastically enhancing the cut-off capacity of oxygen necessarily indispensable to a cathode peeling phenomenon. SOLUTION: In the resin coated heavy corrosionproof steel material 10 obtained by successively laminating the epoxy primer layer 12, a maleic anhydride modified polyolefin layer 13 and a polyolefin layer 14 on the surface of a base steel material 11, the epoxy primer layer 12 comprises cured matter of an epoxy resin and a polyamine and the epoxy resin contains a polyfunctional epoxy resin having a glycidylamine region while the polyamine contains a reaction condensate with two specific compounds.
