PROBLEM TO BE SOLVED: To provide a hot-water heating terminal unit capable of raising the indoor temperature to a set value in a short time, and minimizing the running cost. SOLUTION: The hot-water heating terminal unit comprises a circulation fan 10 to circulate air in a toilet, and a heat exchanger 20 which is disposed in a circulation path of air in the toilet by the circulation fan 10 with hot water supplied in a circulating manner by a circulation pump P from a hot-water heating source machine G via a hot water pipe HC, and a flow control valve 30 to control the supply of hot water to the heat exchanger 20 is installed in the hot water pipe HC. In the preheat operational mode to control the start and stop of the circulation pump P based on the temperature of the heat exchanger without operating the circulation fan 10, the operation of the circulation pump P is started and the flow control valve 30 is forcibly and fully opened when the temperature of the heat exchanger is dropped below the lower limit value, and the operation of the circulation pump P is stopped, and the flow control valve 30 is forcibly and fully closed when the temperature of the heat exchanger rises above the upper limit temperature.
