PROBLEM TO BE SOLVED: To reduce the scale of a scanning electrode drive circuit of a liquid crystal display device or the like, and hereby form it into a narrow picture frame. SOLUTION: An operation start signal g is transmitted to a shift register 82 via an OR circuit 81, and output signals e1-e64 are serially outputted from the shift register 82. The output signal e64 is transmitted to the input side of the shift register 82 via an AND circuit 83 and the OR circuit 81, and the output signals e1-e64 are repeatedly generated. The voltage level of the output signals e1-e64 is transformed from a low voltage level into a high-voltage level by an output level shift circuit 87. The number of the generations of the output signal e64 is counted by a two-bit counter 84, and a counted value signal h representing the counted value [ba] is outputted; and the voltage level of the counted value signal h is converted into a counted value signal q at the high-voltage level by an output level shift circuit 88, and output buffer circuits 90<SB>0</SB>, 90<SB>1</SB>, 90<SB>2</SB>, and 90<SB>3</SB>are serially selected on the basis of a count value [ba]B expressed by the counted value signal q.
