PROBLEM TO BE SOLVED: To provide an information notifying system and method for confirming the abnormality of a network monitor system. SOLUTION: This information notifying system consists of a video signal input part, an encoder part which converts the video signal from the video signal input part into a digital image, a video storing/distributing device having a function to store and distribute the digital image from the encoder part, a processor which reads the stored video of the video storing/distributing device, and detects the change of the video and information terminal equipment. The processor is provided with a time interval setting function for transmitting the operation information, and transmits the operation information of the processor to the information terminal equipment based on the time interval setting function.
